據了解,深圳市裝飾建材行業協會已于2006年成立,但之前是面向博盛達裝飾廣場為主,現在則是面向全深圳市家居裝飾消費者。
8月25日,深圳市消委會和市裝飾建材行業協會在博盛達裝飾廣場舉行消費維權合作機制簽字儀式,該合作機制包括在協會中設立消費維權服務站、建立消費維權工作聯絡制度、開展“誠信經營示范店”創建活動。據深圳市裝飾建材行業協會秘書博盛達介紹,消費者可直接向消費維權服務站投訴家裝建材問題,由工作人員核實、受理,若在規定時間內無法達成和解,則由消費維權服務站于2個工作日內上報提交由屬地管轄的工商所投訴站進行調解。市民也可以通過撥打12315熱線反映家裝建材消費的投訴,相關工作人員會把工作轉接給消費維權服務站。
現狀八成受訪者不了解《規范》
一直以來,家居行業因缺乏相應的法律法規,因而《家居行業經營服務規范》的出臺實施可謂應運而生。據了解,該《規范》是我國家居、家裝行業第一部國內貿易標準,對家居行業的術語定義、通用要求,以及經營服務的原則和方法等各方面作出規定,適用于家居生產型、銷售型、服務型的經營服務和相關管理活動。八成受訪消費者雖然聽聞《規范》的實施,但沒有去了解里面的內容,例如新規規定家裝實際施工的費用不得超過事先約定的工程合同報價的8%,超過部分由企業承擔(顧客主動要求除外);應配合顧客進行對有害物質的室內環境檢測服務;裝飾公司還必須向顧客明示各部分的具體保修時間和保修范圍;裝修基礎工程至少2年保修,防水工程至少5年保修等。
“設計、挑選材料都是我自己負責,然后由朋友介紹相熟的師父監工、尋找裝修團隊。”在重裝開業的惠達衛浴選購產品的市民劉小姐說道,“之前也有朋友找專門的裝飾公司進行圖紙設計和施工,但是中間實在有太多矛盾,最后差不多是不歡而散,所以我覺得還是自己負責比較省心放心。”和劉小姐一樣選擇自行設計及置材的市民不在少數,大多對裝修行業偷工減料、以次充好的一些不良行為表示擔心,稱防不勝防。
據了解,消費維權合作機制包括在協會中設立消費維權服務站、建立消費維權工作聯絡制度、開展“誠信經營示范店”創建活動等。9月8日及10日上午,筆者隨機對博盛達裝飾廣場選購裝修材料的20位市民進行調查,近八成消費者表示曾聽聞《規范》的實施,只有不足五成的消費者知曉深圳市裝飾建材行業協會的存在,了解裝飾建材消費維權服務站者就更是少之又少了。新規公布也罷,合作機制掛牌也好,市民均大贊有意義,卻又不知維權從何入手。
商家基本不知《規范》出臺
筆者隨機向十來個經銷商進行調查,基本沒有一位商家知曉《規范》的出臺實施。
博盛達裝飾廣場張總監指出,平時消費者不滿的幾個主要方面:“一是交貨時間,部分客戶要求今天交款,明天到貨,這樣顯得不現實;二是顏色的偏差問題,有時在裝修過程中發現瓷磚數量不夠,需要補,但不同的瓷磚生產出來需要時間,顏色有一丁點偏差,客戶就會置疑是否以次充好;三是零件問題,一個房子的裝修,涉及十幾個類別、上百個小項。比如一個螺絲釘,定制化、規范化的批量生產可能會有些許紕漏,并不適合客戶的場地,客戶可能因此就會有所不滿。不過客戶有需求是無可厚非的事情,關鍵是要做好溝通工作。”而對于《規范》的出臺,張總監認為其對于消費者維權方面是一個很好的保障,加之消費維權服務站的成立,更是廣大市民的一個福音。
消費者正在選購家裝材料
日前,商務部7號公告發布了《家居行業經營服務規范》(以下簡稱《規范》)國內貿易標準,并于9月1日正式實施;在此之前的8月下旬,深圳市消委會和市裝飾建材行業協會在博盛達裝飾廣場設立消費維權合作機制。自此,市民在家居消費者方面的維權可謂既有法可依,又有專門機構跟蹤處理,有利于增強市民安心消費的局面。
